“Who has the Power?” Convergent Media between Competition and Oversight”

In the “Who has the Power?” Convergent Media between Competition and Oversight” session, the focus was on the new distribution of power in the digital age. Previously, power was reserved to a small group of opinion leaders. Yet according to the University of Tübingen’s Prof. Dr. Bernhard, opportunities for distribution over the Internet have today produced a shift from the “dictate of relevance” to a “dictate of interestingness”[JB1] . The power of the masses is gaining in significance. A subsequent topic was how Google dominates the web market. According to Dr. Thomas Höppner (Olswang), giving preference to its own products and the acquisition of rival companies in order to forestall competition are strategies inconsistent with data-protection directives. This will likely lead to more regulation in the medium to long term. In the following panel, participants including Jan Kottmann (head of media policy for Google) discussed opportunities for media regulation in Europe that would avoid constraining market potential.
